Can a worker carry an object or load when climbing or descending a ladder?

OSHA does provide a provision in the ladder standards that allows this action, provided it is done in a safe manner.  Small items such as hammers, pliers, measuring tapes, nails, paint brushes, and similar items should be carried in pouches, holsters, or belt loops, the language in the final rule would not preclude an employee from carrying such items while climbing a ladder so long as the items impede the employee’s ability to maintain full control while climbing or descending the ladder.  The employee’s focus and attention while climbing up/or down a ladder should be on making a safe ascent or descent and not on transporting items up and down the ladder. An employee who needs to take a large or heavy object to a different level by means of a ladder can pull the object up or lower it with a handline, which would be a safer practice. 

It is much safer for the employee to face the ladder and always have one hand in contact with the ladder at all times when climbing.  Implementing safe practices for employees will reduce the risk of injuries.  Keep in mind that if OSHA observes a worker on the job site carrying objects up and down on a ladder, it will be a judgment call for the OSHA inspector on whether or not the action is considered a hazard.  If it is determined to be unsafe, OSHA will issue a citation.
