Can the general contractor or construction manager receive OSHA citations caused by other contractors on the job-site?

Yes

OSHA considers the general contractor and construction manager as a controlling employer which must exercise reasonable care to prevent and detect violations on the site.  Reasonable care is detailed as preventing, discovering unsafe conditions and ensuring such conditions are corrected for the job site.  The controlling employer must conduct frequent inspections, implement prompt correcting of hazards and enforce other employer‘s compliance with safety and health requirements. The construction manager becomes obligated for safety if they set schedules and construction sequencing, require contractors to meet contract specifications, direct work and make decisions which can affect safety on the project.
