Can contractors, other than roofers, be allowed to use warning lines six feet back from the edge as a means of fall protection?

The answer that OSHA provides is NO.  Contractors other than roofers are required to use the warning line 15 feet back from the edge.  If you need to cross the warning line; guard rails, personal fall arrest systems, or safety nets are allowed to be used for fall protection .  The safety monitor is not an option if you are to cross the warning line for other than roofing contractors.
