The legal environment in Iowa for the competitive bidding on construction projects has been pretty well defined over the years both by statute and the courts over the last 100 years. The founding of the MBI in 1912 was sparked by a bid controversy on a public project. Since that time the MBI has been an integral part of the evolution and application of the laws. A core service of the Association focuses on education of stakeholders in the public procurement process. The process of and proper functioning of the public procurement laws is essential to the business environment for the construction industry and relates closely to MBI’s mission.

It is imperative for all who do business in the public sector to know and understand the laws that govern the process. To that end the MBI has partnered with the AIA Iowa and the American Council of Engineers of Iowa to create, endorse and publish a document to assist Owners, Owners reps and the contracting industry understand how the law applies in a variety of situations.

The Public Owners Guide to Legal Issues on the Bidding and Award of Construction Contracts in Iowa was developed as a tool to guide all stakeholders in the proper application of the law. The goal of this document is to prevent legal disputes before they arise. This publication is the principal authority on the issues addressed within the document but does not claim to be a substitute for you’re your own legal advice.

MBI is available to assist its members with professional staff and legal assistance in helping to educate, promote and advocate these positions as the need arises on public projects.
